Starting a business in Dubai is often promoted as simple, fast, and affordable. In many cases, that is true, but only when the business structure is chosen correctly and the full cost is understood before committing.
The mistake many founders make is budgeting only for the trade license. In reality, the cost of starting a business in Dubai can include the license, visa allocation, establishment card, immigration file, office or flexi-desk, medical test, Emirates ID, corporate tax registration, VAT assessment, banking preparation, and ongoing compliance.
At And Again Advisory, we help founders, investors, and SMEs understand the full setup picture before they choose a package, jurisdiction, or license type.
01The trade license is only one part of the cost
The trade license is the legal document that allows your company to operate under approved business activities. The cost depends on several factors, including:
- Whether you choose a Free Zone or Mainland structure
- The selected business activity
- The number of shareholders
- The number of visa allocations required
- Whether office space, flexi-desk, or warehouse access is needed
- The emirate or authority issuing the license
Free Zone setup costs in Dubai vary depending on the selected Free Zone, license type, business activity, and office space requirements (Invest in Dubai). This is why a “cheap package” may not always be the right package for your actual business model.
A consultant, ecommerce business, importer, restaurant operator, real estate advisor, and general trading company may all need different structures. Choosing only based on the lowest advertised price can create operational limitations later.
02Visa allocation and immigration costs
If you need to live in the UAE, hire employees, sponsor family members, or build a local team, visa planning becomes an important part of the setup cost.
Depending on the license package, your company may come with zero visas, one visa, or multiple visa allocations. Additional visa capacity may require a different package, office arrangement, or authority approval. Typical visa-related costs may include:
- Establishment card or immigration file
- Entry permit and status change, where applicable
- Medical fitness test
- Emirates ID and biometrics
- Visa stamping or residency issuance
- Health insurance and dependent visa processing, where applicable
A company license and a residence visa are not the same thing. If UAE residency is part of the plan, budget for both.
03Office, flexi-desk, or workspace requirements
Some businesses can start with a flexi-desk or shared workspace. Others need a physical office, warehouse, shop, showroom, or mainland lease. This depends on your business activity, jurisdiction, visa requirement, bank account expectations, regulatory approvals, whether clients will visit the premises, and whether goods will be stored, imported, or distributed.
A lower-cost license may look attractive at first, but if it does not support the office, visa, customs, or banking requirements of the business, it may become more expensive later. A consulting business may be comfortable with a lean Free Zone setup, while a trading business needs to think more carefully about storage, customs, logistics, and mainland access.
04Corporate tax registration and compliance
New UAE companies should also plan for corporate tax registration and ongoing compliance. The UAE Federal Tax Authority provides corporate tax registration for persons subject to corporate tax, allowing businesses to obtain a registration number and comply with their obligations.
This does not mean every company will immediately pay corporate tax. But it does mean new companies should understand whether they must register, their registration deadline, their accounting obligations and tax period, their filing responsibilities, whether they qualify for any applicable relief or qualifying Free Zone treatment, and what records must be maintained.
Corporate tax should not be treated as an afterthought. It should be considered from day one, especially when choosing between Free Zone and Mainland structures.
05VAT registration assessment
In the UAE, mandatory VAT registration generally applies when the total value of taxable supplies and imports exceeds AED 375,000 over the previous 12 months, or is expected to exceed that threshold in the next 30 days. Voluntary registration may be available from AED 187,500, subject to the applicable rules (FTA).
Not every new business needs VAT registration immediately. However, every founder should understand whether VAT may apply based on projected revenue, business model, and customer base. A proper VAT assessment considers expected revenue, UAE and international customers, the type of services or goods sold, imports and exports, B2B or B2C model, invoicing process, and accounting readiness.
VAT planning matters because registration, invoicing, filing, and recordkeeping all affect how the business operates after formation.
06Bank account opening preparation
A UAE company usually needs a corporate bank account to operate properly. However, opening a bank account is not automatic just because a license has been issued. Banks may review:
- Business activity and expected transactions
- Source of funds and shareholder background
- Supplier and customer profile
- Office or lease arrangement
- Business plan, company profile, website, invoices, or proof of operations
This is why the setup structure should be chosen with banking in mind. A very cheap setup with unclear activity, weak documentation, or no business explanation may create difficulty during bank onboarding. Budget not only money, but also preparation time and documentation effort.
07Activity selection and approval costs
The business activity written on the license matters. It affects what the company can legally do, whether special approvals are required, whether the activity fits Free Zone or Mainland, whether banking will be straightforward, whether visas can be justified, and whether import/export, consultancy, ecommerce, real estate, or regulated services are allowed.
Some activities are simple. Others require external approvals from government departments, regulators, municipalities, professional bodies, or industry authorities. The wrong activity can delay setup, restrict operations, or require amendments after incorporation.
08Mainland vs Free Zone cost differences
Free Zone companies can be excellent for consultants, digital businesses, international trading, ecommerce, service providers, and businesses that do not require direct mainland operational presence. Mainland companies may be more suitable for businesses that need to operate directly across the UAE market, open physical premises, deal with certain government or local contracts, or conduct regulated activities that require mainland licensing.
The cost difference is not only about the license fee. It may also involve office or Ejari requirements, visa quota, local regulatory approvals, activity permissions, renewal cost, market access, banking expectations, and tax and compliance treatment. The right choice depends on the business model, not just the starting price. For a full comparison, read our guide: Free Zone vs Mainland: which UAE jurisdiction is right for you?
09Renewal and first-year compliance
You should not only ask, “How much does it cost to start?” The better question is: “How much will it cost to start, operate, stay compliant, and renew?”
After the company is formed, the business may need to manage license renewal, lease or flexi-desk renewal, visa renewals, corporate tax registration and filing, VAT registration and filing where applicable, accounting records, bank compliance requests, amendments to activity or shareholders, and employee or dependent visa requirements.
A setup that looks cheap in month one may become expensive if it creates limitations, amendment costs, or compliance issues later.
10The real budget: what founders should consider
Before starting a UAE company, budget for the full journey:
| Budget category | What it covers |
|---|---|
| License & incorporation | Trade license, registration fees, name reservation or initial approval where applicable |
| Immigration & visas | Establishment card or immigration file, investor and employee visas, medical test, Emirates ID, biometrics |
| Workspace | Flexi-desk, office, warehouse, or lease, matched to activity, visas, and banking |
| Tax & VAT | Corporate tax registration, VAT assessment or registration, accounting and bookkeeping |
| Banking preparation | Company profile, business plan, website, supporting documents, onboarding time |
| Ongoing compliance | License and visa renewals, filings, records, amendments |

Final thought: cheap setup is not always the right setup
Dubai offers many options for starting a business. That is a strength, but it can also create confusion. The best setup is not always the cheapest one. It is the one that fits your business activity, visa needs, banking requirements, tax position, market access, and long-term plan.
At And Again Advisory, we help you understand the real cost before you commit. We review your business model, compare suitable Free Zone and Mainland options, explain the cost implications, and guide the setup process from structure selection to activation.
If you are planning to start a business in Dubai or anywhere in the UAE, start with clarity.
11Frequently asked questions
Is the trade license the only cost I need to budget for?
No. Beyond the license, plan for visa allocation, the establishment card or immigration file, medical test and Emirates ID, workspace, corporate tax registration, VAT assessment, banking preparation, and ongoing compliance and renewals.
Do all new UAE companies pay corporate tax?
Not necessarily, but registration obligations can still apply. Confirm whether you must register with the Federal Tax Authority, your deadline, your tax period, and whether you qualify for relief or qualifying Free Zone treatment, before you choose a structure.
When does a company need to register for VAT?
Mandatory registration generally applies when taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to in the next 30 days. Voluntary registration may be available from AED 187,500, subject to the applicable rules.
Will I get a corporate bank account automatically once my license is issued?
No. Banks review your activity, source of funds, shareholder background, expected transactions, and documentation. Choosing the structure with banking in mind, and preparing the paperwork properly, makes onboarding significantly smoother.
